When I try to install, I get a "Windows Update Standalone Installer" error box. Installer encountered an error: 0x8007177f . This machine is disabled for file encryption. Does my machine need to be able to do EFS to install PowerShell, or am I missing something else?

There is a workaround for the EFS issue:
